Criminalizing Poverty

An inmate at the beggars home squats in the morning sun on the ground outside the wards in the morning. The inmates are brought out every morning for a count and other internal procedures. In a typical jail inmates interact with each other and cell mates. The beggar's home is conspicuous in this regard. The photographer has never seen inmates either talk to each other or interact the way people do when living together in large numbers and in close proximity. They just sit in large groups in the sun.and stare at nothingness.
